The Pokémon tools are another kind of coaching cardsthat are called "Pokémon equipment" in the physical card game in German. Basically, it is items that we can put on a Pokémon and have various effects. So it works roughly like the items worn (e.g. berries) in the RPG games or like the skills, only that they have to be pulled and played as a card.
On January 30th, we will find out how the Pokémon equipment in Pokémon TCG Pocket works in detail and how many cards will exist when the A2 set starts. Since the Pachirisu card is one of the new cards, it only seems logical that the first equipment cards come into play at the same time.
The new Pokémon tools not only mean collecting new cards, but also many new possible strategies. Depending on which equipment cards come into play, the effects in combination with certain Pokémon or even entire decks could mess up the meta-even more than new sets with new cards are usually already doing.
The new card type does not seem to be the only innovation that will bring the A2 extension to Pokémon Trading Card Game Pocket. It looks like a new rarity level is also added. You can read more about this in the article linked above.
