This is how the Buggys Cross Guild bounty system works
As an alternative to the world government's bounty system, Mihawk and Crocodile have founded the Cross Guild, with the influence of which the two pirates demand bounties for members of the navy. Among other things, this is intended to ensure that the marine soldiers can expect a knife in the back from the population, even though they actually only want to protect them.

The Cross Guild's bounty system is structured according to a simple rank system, in which the rank of a particular Marine member determines their bounty in the vast majority of cases. Particularly hot candidates are awarded crowns (1 crown = 1 billion berries), while other high-ranking candidates are given stars (1 star = 100 million berries).

Like the Navy, the Cross Guild not only works with the rank system, but has promised its own reward for some particularly strong individuals regardless of their position.
