In Dragon Ball Z, every single villain was unforgettable. From Raditz from the Saiyan arc to the legendary final arc with Demon Boo, there have been numerous villains that Goku and his friends have fought and defeated.
But there is also a certain opponent who played a huge role in Trunks' alternate timeline, but who never crossed paths with Son Goku until Dragon Ball Super:The Cyborg C17.
C17 was absorbed by Cell
During the Cyborg Arc, Goku is sick with the heart virus. Thanks to the help of Trunks from the future, he received medicine for it, but still had to recover from the virus. Afterwards, he immediately made his way to Trunks and Vegeta, who were training in the space of mind and time.
Piccolo, on the other hand, was fighting on Earth against C17, who, along with his twin sister, was one of the most dangerous antagonists at the time of the Cyborg arc. However, C17 was again quickly absorbed by Cell in his associated arc, even before Goku arrived to save Piccolo with a teleportation. That was the last time we saw C17 in the Cell arc.
Even in the Boo Saga, C17 never officially met Son Goku
In the Boo saga, the cyborg twin was brought back to life with the help of the Dragon Balls after defeating Cell, but there was still no trace of him - until the crucial point when Goku prepared the Genkidama outside Earth.
At that moment, C17 was on Earth and heard Goku's voice via Master Kaio's telepathy ability. Goku and Vegeta asked the people to raise their hands and provide Goku with enough energy for the Genkidama so that he could take down Boo once and for all.
Although C17 appears to recognize Goku's voice, this is more likely due to a script change by Akira Toriyama. Toriyama revealed in the past that the character who recognizes Goku's voice during the scene was actually supposed to be Lunch and was replaced by C17 at the last second.
Of course, it's also possible that he got Goku's voice because of Dr. Gero's manipulation knew when he turned C17 into a cyborg. Eventually he was tasked with killing Son Goku.
So Goku never actually met C17 in Dragon Ball Z. It wasn't until Dragon Ball Super that fans saw the two together for the first time. Son Goku visited C17 in the sequel series to recruit him for the Tournament of Power.
