The Majin replies that he found it in the mountains and simply attached it to his clothing.
In the following scenes, the series strongly suggests that it is not just any piece of jewelry, but the legendary “Third Eye.” Hybis seems to know nothing about the Eye's true identity and only took it because he thinks it's cool and impressive.

King Gomah regrets his wish for Shenlong after Son Goku has already come into possession of a Dragon Ball in this transformed child's body.
